This seems overly cautious on Neelix's part. He's not supposed to be this much of a coward. And they're overdoing Kes' excitement for exploration here.

Well it didn't work out for Khan, the Enterprise-E just plowing into a nebula ambush was one of the dumbest things among many candidates in Nemesis, then there was that loop-the-loop the NX-01 pulled on whoever was following them that one time although I'm not sure that was a nebula . . . nebulas are bad news in Trek.
