Question for all you TOSer's
Why is the punishment attached to General Order VII death?
Sure, I can see the danger of Talos IV and the Talosians with their illusion power, but not being allowed under ANY circumstances and punishable by death seems extreme...Does anyone know or have any theories as to why?

It was drafted by Starfleet's Mirror Universe counterparts, but due to a freak replicator accident, an admiral received that instead of the steak he ordered.
Meanwhile in the Mirror Universe, the aide for the admiral returned with the steak instead of the papers. The admiral was so mad that he beat the aide up with the steak and then took one of his golf clubs and drove it through the aide's heart. It was the first reported incident of someone being clubbed with a steak and then staked with a club.

Mornington Crescent.
It's complete lies of course. That article makes it seem like it's some kind of silly made up game with no rules whatsoever, which of course is patently not the case as any true devotee of MC knows.

Beyond this, one can posit that Starfleet also feared an unstoppable invasion from Talosians controlling their personnel and equipment. Of course, the real reason was to make Spock's mutiny extra spicy.

It's still a rather stupid reason. What if someone tested it?

I like to think of it as Starfleet showing they meant business. They made a lot of restrictions and rules regarding space travel I'm sure, but this was one where they seriously weren't screwing around.
We have to keep in mind that this was before Gene got tripped out on his pristine, utopian future kick. Betterment of mankind and all that. TOS took place in a grittier, hairier universe than TNG. So it's not all so surprising that such oddities exist.

You know, perhaps that's why all the Commodores disappeared? Starfleet finally got fed up of perfectly good captains going totally nuts or losing all their judgement the moment they were promoted, so they shipped the lot off Talos IV where they couldn't be a nuisance any more. It also explains the general order - after all, who'd want those guys back if they could possibly help it?
