Changes in the timeline apart, Archer played a major role in the foundation of the Federation. Therefor, it would be logical to assume it was founded at least withing his life span. However, it might have been put to a hold when they were driven into slavery by the Cardassians (and whoever was involved).

I've always thought this an interesting theory, and I will resume to think so until proven otherwise.
On the other hand, I still think it's plausible that it all plays in the same universe, as well, mostly because of the Temporal Cold War. Those flashes Daniels shows Archer about the future are likely to change as the series continues, if only [iost_uid0]because[/iost_uid0] he shows him.[/colorost_uid0]
