Rationalization does not equal dismissal as impossible or futile to explain.
The Decker arguement holds no water. I jolly well expect the guy who's been in charge of renovating the ship for two years and intended to command the big E to know about the major landmarks in the Enterprise timeline as well as the history behind every landmark and major piece of decoration on the ship. Remember, you can walk every corridor of a Constitution-class ship in one shift. The old blueprints in Mister Scott's Guide to the Enterprise (which I take as canonical unless stuff onscreen contradicts it) only show maybe a dozen lounges. He'd know what's in each one.
The "poor schmoe" was in charge of decorating the room had two years to do it and managed to hide his distain for the big E for that long? Must be a Vulcan. :)
